Only twenty-eight percent of Pennsylvania boroughs and cities had acommunity tree program according to a 1991 estimate. Although thispercentage has grown in the last few years, it illustrates that manyPennsylvania communities are overlooking a tremendous opportunity todevelop and sustain a valuable community asset - their trees.
